Where can I make changes to how the external links are displayed?

I know I can modify the skin...

but what I'm looking to do is change two things:

1) Breaking up links in chunks of 100 instead of chunks of 30.  I cannot find which PHP file to modify.

2) Put a previous/next set of buttons at the bottom of the links.
