I registered and try. I have the same issue while testing regindex then index. But if i try another skin then disconnect and go to the index, everything works. The problem exist only after trying to get the regindex page.
Look at the rights or maybe this filename is not allowed on your host service. I don't know.
I confirm that removiing the cookie in the browser works but it looks to be beacause of the regindex file. Everything is fine if you don't access this file.
