Usability and the 'reply' links in Forum

Student from Ireland... Living in France.

I get this error -- 'You are not allowed to edit comments' -- when I try to reply to a comment. Why?

I can reply to an original post, but I want to reply to a particular comment. Is this a permissions thing, or why is there a 'reply' and 'quote' link with each comment?
