streamlined categorization

The code used to assign article to weekly and monthly categories, and to attach tags as well, has been simplified and hardened. This seems to have fixed the bug reported by Pat some time ago. See categories/categories.php. Also, a button has been re-introduced into the categorization form, as suggested by Ddaniel.
